Villains create the cash. The documented targets are Jewelry, Bank, the Hero Vault, the Cargo ship, and the Military Base. V2 added chosen teleport destinations so you are not dropped at random. Bounty and the downed arrest are the taxes. A full bag on the sell point is how heroes get paid.
